How Membership Is Structured
1. Hosting
On premise, your own cloud, or EchoDesk UK sovereign private cloud. You choose where the data lives.
2. GLPI Advanced
Required core. All ITSM modules, unlimited users and assets, plus ITSM/ITAM technician and administrator training. Optional monitoring, security and Echo-9 plugins cannot be taken alone.
3. Support included
Level 2 and Level 3 support is included. Members provide Level 1. No separate support fee.
Sovereign Cloud Advantages
Commercial SaaS ITSM often holds your tickets, assets and history in another jurisdiction and meters you per user. EchoDesk puts the keys back with the member. You decide where the platform runs — on premise, in your own cloud, or in the EchoDesk private cloud under UK jurisdiction.
UK data residency
Keep service and asset data under UK law. Avoid extra-territorial access and unclear subprocessors.
You own the platform
You own the database, configuration and exit path. No vendor holding your history hostage at renewal.

Legal Basis
Echo-9 Shared Services operates a legally compliant horizontal arrangement as defined in the Procurement Act 2023 exempt arrangement for “horizontal cooperation”.
Under Schedule 2 of the Act, certain shared service arrangements qualify as exempted contracts. The relevant exemption is for horizontal cooperation, where two or more public authorities collaborate to deliver services jointly, provided the arrangement is governed solely by public interest considerations and does not distort competition.
This legal provision ensures that public and non-profit organisations can pursue shared service models that are both legally compliant and strategically beneficial.

EchoDesk is governed by its members — public and non-profit contracting authorities — through a collaborative, transparent and democratic structure.
Collaborative Model

Governance is exercised through a representative board of elected member delegates.
